Waltham Forest Council would like your views on the proposed installation of CCTV Cameras in Signal Walk; details of how to respond are at the bottom of this page.
BACKGROUND
The Tesco development in Highams Park was built in 2010 and a new public space called ‘Signal Walk’ was delivered as part of the scheme leading on to Jacks Farm Way and Celebration Way.
Issues concerning anti-social behaviour have been identified on Signal Walk, Jacks Farm Way and Celebration Way. These issues have been increasingly raised by businesses and residents.
Waltham Forest Council in partnership with the Metropolitan Police is committed to installing and maintaining Comprehensive Closed-Circuit Television (CCTV) systems throughout the route to prevent the current problems.
PRIVACY
The CCTV will be installed and directed away from residential properties to avoid any intrusion. If required, CCTV privacy zones will be configured to obscure images where cameras have the potential to view into residential properties. Signage will be erected at CCTV locations advising of the use of CCTV and providing details of the scheme owner including contact information.
CCTV INSTALLATION
The purpose of the CCTV is for community safety and prevention/detection of crime and ASB. The Council is responsible for installation and monitoring of the CCTV and signage is visible in all CCTV areas.

- To help deter and detect crime
- To enhance community safety
- To assist with traffic management
- To assist in supporting civil proceeding
- To discourage anti-social behaviour, including alcohol
- and drug related issues
CONSTRUCTION WORKS
Construction works will start from May 2021 and are scheduled to be completed within a 3 month period.
